The invention provides a mobile platform for a wheel-tracked engineering machine and the wheel-tracked engineering machine. The mobile platform comprises an upper frame assembly, a lower frame assembly and an upper frame assembly, the rear axle frame is rotationally connected to the rear end of the upper frame assembly and can rotate between a first position and a third position; an upper frame assembly; the front axle frame can rotate between a second position and a fourth position; the upper frame assembly can rotate by at least 180 degrees in the horizontal plane relative to the lower frame assembly, so that the rear axle frame and the front axle frame can be located on the same side at the third position. The bottommost ends of the rear wheels connected with the rear axle frame at the first position and the front wheels connected with the front axle frame at the second position are lower than the bottom edge of the crawler belt; and the bottommost ends of the rear wheels connected with the rear axle frame at the third position and the front wheels connected with the front axle frame at the fourth position are higher than the bottom edge of the crawler belt. According to the mobile platform provided by the invention, the problem that the working device interferes with and collides with the front axle frame and the front wheels during operation can be solved.
