The preparation method comprises the following steps: proportionally weighing prepared potassium sodium niobate-sodium bismuth zirconate piezoelectric ceramic powder and barium titanate glass ceramic powder, wherein the potassium sodium niobate-sodium bismuth zirconate piezoelectric ceramic powder accounts for 95.0-99.5 wt%, and the barium titanate glass ceramic powder accounts for 0.5-5 wt%; and the mixed powder is sequentially subjected to rolling ball milling, granulation, compression molding, glue discharging and sintering, and then the piezoelectric ceramic substrate with the molar ratio of the element Nb to the element Ba being (97-99.9): (0.01-3) is prepared, wherein the molar ratio of the element Nb to the element Ba is equal to (97-99.9): (0.01-3).
