The invention discloses a glass-based fluorescent ceramic material as well as a preparation method and application thereof. The glass-based fluorescent ceramic material comprises a substrate and a fluorescent glass film, wherein the fluorescent glass film is arranged on at least one surface of the substrate; the substrate is selected from garnet-based fluorescent ceramic; the fluorescent glass film at least comprises a glass body and a fluorescent element; and the thickness ratio of the substrate to the fluorescent glass film is (20: 1)-(50: 1). The glass-based fluorescent ceramic material disclosed by the invention has the outstanding advantages of good thermal stability, good optical performance and the like, and is used for packaging to obtain an LED light source to obtain high-luminous-efficiency and high-color-rendering-index illumination.
