In the fish breeding period, the turnover structure is opened to form a migration channel, fishes are assisted in finding a proper migration route and a fishway inlet in the downstream river reach close to the fishway side, and the fish migration dam passing efficiency is improved; in the non-fish breeding period, the overturning structure is closed, the water blocking, water controlling and flow adjusting effects of the spur dike continue to be achieved, and the inhabiting conditions with rich and diversified water flow are provided for the fishes in the local space.
