According to the invention, by adding the flat fiber or the fabric into the cement solid-phase filler, on one hand, the flat fiber or the fabric can be sewed and fixed under the action of the sewed fiber, the binding and fixing effects on the cement solid-phase filler are enhanced, and on the other hand, the sewed density can be reduced, so that the flexibility of the concrete blanket is improved; the flat fiber or fabric can be used as a reinforcing phase to improve the strength of the concrete blanket.
