The technical problem to be solved by the invention is to provide the jacket foundation grouting reinforcement connecting structure and the construction method thereof. According to the technical scheme, a plugging assembly is arranged in a steel pipe pile, so that a cylindrical grouting area is formed in the steel pipe pile; the jacket supporting legs are embedded in the steel pipe piles or arranged outside the steel pipe piles in a sleeving mode, and the jacket supporting legs are connected with the ends of the steel pipe piles through jacket supporting assemblies, so that the jacket supporting legs can block the ends of the steel pipe piles; the grouting packer is arranged between the steel pipe pile and the jacket supporting leg, so that an annular grouting area is formed by the overlapped part of the steel pipe pile and the jacket supporting leg; the first grouting pipe leads to the annular grouting area and is used for injecting a high-strength grouting material into the annular grouting area; and the second grouting pipe leads to the cylindrical grouting area and is used for injecting a common grouting material into the cylindrical grouting area.
