The invention provides a pulley device and a sliding door and window, and relates to the technical field of door and window structures. The rotating part comprises a rotating shaft rotationally connected to the connecting support and two rotating seats arranged at the two ends of the rotating shaft respectively; the rolling wheel component comprises two rolling wheel assemblies arranged at the two ends of the rotating shaft respectively, each rolling wheel assembly comprises two rolling wheel units arranged on the two sides of the rotating base respectively, and each rolling wheel unit comprises a rolling wheel base rotationally connected with the rotating base and two rolling wheels rotationally connected to the rolling wheel base. The rolling wheel units are arranged on the two sides of the rotating base respectively, each rolling wheel on the rolling wheel units can roll independently, and when any rolling wheel is damaged, the rolling wheel units can still be used for a period of time; no matter the lower frame profile deforms and inclines in the length direction or/and the width direction, the contact concave surfaces of the rolling wheels are in close contact with the moving guide rails all the time, and the fan body can smoothly move along the moving guide rails.
