The invention relates to the field of offshore wind power foundations, in particular to an offshore wind power foundation pre-embedded system which comprises a pre-embedded part body, a hoisting unit and a pre-embedded unit, the pre-embedded unit comprises a fixed base arranged at the lower end of the pre-embedded part body, and a positioning anchor rod fixed to a seabed is installed on the fixed base; each embedded unit further comprises a supporting frame body arranged on the embedded part body in a sliding mode, a lower-layer bag and a stabilizing assembly are arranged on each supporting frame body, each stabilizing assembly is provided with an upper-layer bag, and a buffering structure is arranged between each upper-layer bag and the corresponding lower-layer bag. The embedded part main body is preliminarily kept in a vertical state, and the supporting frame body is further pressed by the upper-layer bag while being stabilized by the lower-layer bag along with the graded pressing structure of the lower-layer bag and the upper-layer bag on the supporting frame body, so that the stability of the embedded part main body in the supporting frame body is ensured.
