A second pulley device is arranged at the top of the side wall of the reinforcing hoop, a third pulley device is arranged at the bottom of the side wall of the reinforcing hoop, one end of a stay wire is fixed to the third pulley device, and the other end of the stay wire sequentially passes through the second pulley device and the third pulley device and then is connected with the stay wire device. The stay wire hoop and the guide hoop are matched with the stay wire to adjust the position of the reinforcing hoop, so that the reinforcing hoop can move on the surface of the electric pole, and the electric pole can be reinforced at any height.
