The invention provides an LNG wharf berthing pier structure suitable for multi-level ship berthing and a construction method, and belongs to the field of wharf design. The structure comprises an abutment main body (1), a berthing component (2), a reverse berthing component (3) and a fender (4), the abutment main body (1) is provided with an inner side berthing point and an outer side berthing point; the berthing components (2) are arranged on the portions, located below the inner side berthing point and the outer side berthing point, of the abutment body (1). The reverse berthing component (3) is further arranged on the portion, located above the inner side berthing point, of the abutment body (1). And the fender (4) is arranged on the sea side of the berthing pier surface. The method comprises the steps that the plane position of the abutment body (1) is determined; determining the position of a berthing point; the abutment main body (1) is arranged at an elevation; arranging a berthing component; and setting a fender. According to the method, the characteristics of the LNG ship type are met, the abutment is economical in size, berthing points are reasonably arranged, the construction cost is prevented from being increased, and ship berthing safety and normal operation are guaranteed.
