The invention relates to a sound insulation material and a manufacturing method of the sound insulation material. This sound insulation material (1) is provided with: a first layer (10) that is formed from a polyurethane foam; a second layer (20) which is laminated on the surface of the first side of the first layer and is composed of a sheet-like member made of a material other than polyurethane; and a third layer (30) that is laminated on the first-side surface of the second layer, is formed from a polyurethane foam, and has a higher density over the entire layer than the density of at least a portion of the first layer.
