The invention discloses a water surface garbage collection ship and a collection method, and the water surface garbage collection ship can collect and treat solid garbage, greasy dirt garbage and aquatic plants and algae floating on the surfaces of water areas of rivers, lakes and seas. The garbage ship has three working modes: when the garbage ship is in the solid garbage collection mode, the main conveying belt falls below the water surface, garbage can be driven to be conveyed upwards to the crushing device, and the crushed garbage falls into the slag conveying belt below and then is conveyed to the solid garbage recovery cabin; in the greasy dirt collecting mode, the conveying belt is lifted upwards, water flow containing greasy dirt enters the water flow speed reduction cabin, and the greasy dirt is scraped into the greasy dirt collecting cabin through a scraper device in the greasy dirt separating cabin; when the camera recognizes that the ship travels to a waterweed area, the mowing device is started, the mowed waterweeds and solid waste are collected together, and meanwhile the situation that the waterweeds wind the ship body and accessories can be avoided.
