The cooling device has the beneficial effects that when the temperature above the power generation layer rises, the atomization nozzles can input water mist between the road surface layer and the power generation layer, fan airflow enables the water mist to be evaporated and cooled, the upper portion of the power generation layer is cooled, the cooling effect of the photovoltaic road surface is better, and the upper temperature and the lower temperature are more balanced.
