A water inlet is formed in the end, facing the ship body, of the collecting box, a plurality of filter screens are transversely installed in the collecting box and are sequentially arranged backwards from the inlet of the collecting box, meshes of the filter screens are gradually reduced, a rudder plate is rotationally installed at the end, close to the water inlet, of the collecting box, and the rudder plate is perpendicular to the collecting box. One end of the push rod is rotationally connected with the collecting box, and the other end is rotationally connected with the rudder plate; the device has a structure and a function of detecting the garbage under the sea surface, can efficiently collect the garbage suspending under the sea surface, and is small in limitation and good in practicability.
