The invention relates to the field of steel structure buildings, and discloses a steel structure and building outer wall connecting device which comprises a fixing assembly and a connecting assembly, a fixing hole is formed in the building outer wall, the fixing assembly is used for being connected with the fixing hole, the fixing assembly can be detached for secondary utilization, and the connecting assembly is used for being assembled on the fixing assembly. The fixing assembly comprises an expansion pipe, the two ends of the expansion pipe are named as the tail end and the head end respectively, a plurality of notches are formed in the tail end of the expansion pipe in a penetrating mode in the radial direction, the notches are arranged in the circumferential direction of the expansion pipe in an array mode, and the part, located between every two adjacent notches, of the tail end of the expansion pipe is named as an expansion section. The inner wall of the expansion section extends towards the axis of the expansion pipe to form a protrusion, the side, facing the axis of the expansion pipe, of the protrusion is in a cambered surface shape, and the distance between the cambered surface of the protrusion and the axis of the expansion pipe is gradually decreased in the axis direction of the expansion pipe from the head end to the tail end of the expansion pipe.
