The two steel rail transverse moving devices are fixedly installed at the two ends of the top of the vehicle frame correspondingly. According to the novel steel rail transport flatcar provided by the invention, through cooperation of the frame and the hook buffer device, when the novel steel rail transport flatcar is used, the hook buffer device is connected with other vehicles and can be freely grouped and matched with other vehicles, so that steel rails can be stored on the novel steel rail transport flatcar; the device can also be matched with other vehicles to complete rail unloading and rail collecting operation; and overall stable driving of the steel rails is achieved through the steel rail transverse moving device and the steel rail conveying device, the transferring process is completely automatically achieved, the automation degree is high, the overall position of the steel rails can be changed in an unstressed mode, the space is saved, meanwhile, the quality of the steel rails is protected, and the device is suitable for working in the narrow-space construction environment such as subways.
