The invention provides a waterproof concrete pouring device for a sump cushion layer, and relates to the technical field of concrete pouring. The device comprises a moving vehicle, a connecting plate is fixedly connected to the upper surface of the left side of the moving vehicle, a moving device is fixedly connected to the inner side surface of the left end of the connecting plate, a pressing device is fixedly connected to the lower end of the moving device, an irrigation device is arranged on the portion, close to the right side, of the pressing device, and wheels are rotationally connected to the lower end of the moving vehicle. A concrete feeding bag smoothly flows and falls onto a rotating disc from a pipeline through a conical placing groove formed in the pouring device, and then concrete more uniformly flows into a water collecting pit from a cement outlet through rotation of the rotating disc, so that laying of the concrete is facilitated; an inclined disc and a pulley which are arranged in the pressing device are matched to drive a moving plate to move up and down, so that a first moving bracket drives a conical plate to continuously move in a staggered manner to compact concrete flowing into the sump, and the viscosity of the concrete to the ground is better.
