The invention relates to the technical field of variable-capacity deep-well pumps, and particularly discloses a ground deep-well water pumping device and a water pumping method.The ground deep-well water pumping device comprises a variable-capacity water pump which is located on the ground and serves as a driving mechanism, and the input end of the variable-capacity water pump is connected with a water pumping pipe stretching into a deep well; the device further comprises a counterweight unit, a filtering unit, an expanding and supporting unit and a traction unit. Through cooperation of the traction unit, the counterweight unit is used for dragging the water pumping pipe, so that the water pumping pipe vertically reaches the bottom of the deep well, and the counterweight bin is filled with well water pumped upwards by the variable-capacity water pump on the ground, so that the counterweight effect of the counterweight bin is ensured, and the end, extending into the bottom of the deep well, of the water pumping pipe is always kept in a vertical state; meanwhile, well water is filtered by the first filtering cavity, the second filtering cavity and the balance weight bin for multiple times, impurities are effectively prevented from entering the water pumping pipe, and therefore it is guaranteed that a water path is smooth.
