The sound insulation barrier comprises a steel stand column and a plurality of photovoltaic sound absorption and insulation components. The photovoltaic sound absorption and insulation component comprises a photovoltaic assembly, a first sound absorption panel, two fixed side plates and two fixed bottom plates. The photovoltaic assembly is a transparent screen body which converts light energy into electric energy and is perpendicular to the ground, the two sides of the short edge are connected with the fixed side plates, and the two sides of the long edge are connected with the fixed bottom plate. The first sound absorption panel is parallel to the photovoltaic module and is connected with the fixed side plate and the fixed bottom plate, and the first sound absorption panel is a transparent micro-perforated plate. The photovoltaic module, the first sound absorption panel, the fixed side plate and the fixed bottom plate are enclosed into a whole, and a sound absorption resonant cavity is formed in the whole. The photovoltaic sound absorption and insulation components are stacked between the steel stand columns in the longitudinal direction of the steel stand columns till the photovoltaic sound absorption and insulation components are basically flush with the upper ends of the steel stand columns.
