An hydraulic binder, notably to constitute a decorative concrete or mortar, consists of a mixture of clinker, or Portland cement, with at least 50% of at least one variety of industrial silicate glass, and notably recycled glass containers or float glass, in a finely crushed state. Independent claims are also included for: (a) a concrete constituted with this hydraulic binder, sand and gravel; (b) a method for the production of the decorative concrete or mortar.
