The device has a handle (1) coupled with a locking lug (7) of a locking device in an actuation state. A braking or blocking device i.e. eddy current brake, brakes or blocks rotating movement starting from a defined number of revolutions of the handle in a unit of time. The braking or blocking device comprises a displaceable element that is displaceable between release- and braking or blocking positions and co-operates with a counter-element to brake or block the rotating movement of the handle. The handle is mechanically decoupled from the displaceable element in the release position. The device comprises an eddy current element i.e. eddy current disk, that is made of ferromagnetic material.
