Activator for increasing early strength of cement, comprises a hydraulically reactive ultra-fine component, calcium sulfate, an alkali sulfate or alkali sulfite, and a complexing agent comprising an alkanolamine. Independent claims are also included for: (1) binder comprising cement, and the above activator; and (2) increasing the early strength of building materials based on hydraulic binders which comprise cement, comprising adding the activator to the building material.
