The device has a body (10) including an inlet port (11), an outlet port (12), and a receiving chamber with a flow regulator for varying the flow rate to the outlet port. The flow regulator includes a plate arranged opposite to another plate in the chamber to intercept flow of rain water. The former plate includes two orifices having different diameters, and the latter plate includes one orifice, where one of the plates is rotatable relative to the other plate so that one orifice of the former plate corresponds to the orifice of the latter plate to define another flow of rain water.
