A shovel according to an embodiment of the present invention includes an upper swivel body (3), an engine (11), a motor generator (12) which can assist the engine (11), a capacitor (19), a swiveling electric motor (21) which swivels the upper swivel body (3), a DC bus (110) which is connected to the motor generator (12), the capacitor (19), and the swiveling electric motor (21), and a controller (30) which controls charging and discharging of the capacitor (19). In a case where a swiveling operation is performed, the controller (30) drives the swiveling electric motor (21) by discharging power discharged by the capacitor (19), and thereafter, drives the swiveling electric motor (21) by power generated by the motor generator (12).
