A seismic base isolation support apparatus 1 includes: a cylindrical laminated body 7 having pluralities of alternately laminated annular elastic layers 2 and rigid layers 3; an upper plate 10 and a lower plate 11 mounted respectively on an upper end face 8 and a lower end face 9 of the laminated body 7; and a lead plug 18 disposed in a hollow portion 17 which is defined by an inner peripheral surface 12 of the laminated body 7, a lower surface 13 of the upper plate 10, and an upper surface 14 of the lower plate 11, is surrounded by the elastic layers 2 and the rigid layers 3 and by the upper plate 10 and the lower plate 11, and extends in a laminated direction V.
