The invention relates to a mixing and shut-off valve device, having: a first fluid channel; a second fluid channel; a mixed fluid channel; and a user-actuated main valve unit provided for adjusting amixing ratio of the first fluid and the second fluid and for adjusting an amount of the mixed fluid led out through the mixed fluid channel, and having a second fluid fully open position that is not self-sustaining. The invention also relates to a sanitary discharge fitting equipped with the mixing and shut-off valve device. According to the invention, the mixing and shut-off valve device has a second fluid bypass channel, which leads from the second fluid channel into the mixed fluid channel and bypasses the main valve unit relative to the second fluid, and a bypass valve unit, a bypass valveunit is arranged in the second fluid bypass channel and is displaceable in a user-actuated manner between a bypass closed position and a bypass open position. Use, for example, for sanitary drain fittings on wash basins and kitchen sinks.
