In order to provide a shrinkage reducing agent that enables exertion of an effect of causing uniform shrinkage and a cement composition that contains this shrinkage reducing agent, the present invention uses a shrinkage reducing agent which is characterized by containing a crosslinked polymer that is formed by polymerizing a monomer mixture containing 40% by mole or more of a nonionic non-crosslinkable monomer and 0.05% by mole or more of a nonionic crosslinkable monomer, with the content of an anionic monomer in the monomer mixture being 59.95% by mole or less, and which is also characterized in that a water absorption rate of the crosslinked polymer is less than 25 g/g in cases where the crosslinked polymer is immersed in an aqueous solution having a pH of 12.9 at 25°C for 2 hours (meanwhile, the aqueous solution having a pH of 12.9 is obtained by mixing 1.72 g of CaSO4·2H2O, 6.96 g of Na2SO4, 4.76 g of K2SO4, 7.12 g of KOH and 979.4 g of deionized water).
