The device (1) has an elastically deformable flange including a portion partially surrounding a post (2) and another portion partially surrounding a vertical strand. Ends are moved between an opening position and a closing position. The ends are distant from each other when the ends are in the opening position so as to authorize insertion of the post in the former portion and the insertion of the strand in the latter portion. One of the ends is returned back on the other end, so that the flange forms a collar to enclose the post and the strand when the ends are in the closing position. The flange is made of rubber. An independent claim is also included for a method for mounting a fence including panels and posts.
