The device (1) has an barrier element formed of cable (2) connected between anchoring piles (3) and associated with cylindrical floats (4) resting on a water surface (E). The cable is provided with floats, and includes ends (2a), where each of the ends is connected to one of the piles by an energy dissipation system (5). The system has a chain composed of eyelets connected by brittle strands formed of metal link or rope link. The system has a spring member i.e. compression spring, moving between rest and deformed configurations.
