A glazing panel 10 comprises a first laminate layer 11, a second laminate layer 12, and an intermediate layer 13 disposed there between. The first laminate layer and intermediate layer are spaced apart by a first spacer 14a, 14b and define a first cavity 15 there between. The second laminate layer and intermediate layer are spaced apart by a second spacer 16a, 16b and define a second cavity 17 there between. Preferably the spacers are formed of a foamed material, and the cavities are sealed and filled with an inert gas to facilitate noise insulation. The intermediate layer may be formed of a toughened glass.
