A base for supporting a temporary fence panel 14 comprises a plurality of interlocking block members 10. When linked together the members provide a block for receiving a lower end 42 of the panel. The base may comprise two identical block members. The members may have inter-fitting jigsaw features 24, 26. When joined together the members may provide a slot 22 to receive the lower edge of the panel. The slot may correspond to the full length of the panel. When linked the block members may provide sockets to receive legs of the fence panel. The blocks may include an internal cavity for filling with water in use and may include through passages 34 for receiving a bolt to secure the panel to the block. The block members may have end faces 36 that are chamfered to allow adjacent blocks to be positioned at a range of relative angles.
