The carrier board may be primed or painted in use. The border may receive a joint filler in use. The side region may form a continuous border. The thermal insulating sheet may be expanded polystyrene. The carrier board may be cellulose fibre cement. Edges of adjacent panels may interlock in use. Also claimed is a panel comprising a thermal insulating sheet secured to a carrier board, a region of the thermal insulation sheet not being covered by the carrier board, part of the carrier board being removable to extend the uncovered region. Also claimed is a panel comprising a thermal insulating sheet and a cellulose carrier board. Also claimed is a method of cladding a wall using the panels, and a building cladded using the method.
