A lock comprising a lock body 20 with a pole 24, on which zipper pulls 230 may be located, includes a cover plate 120 slidable in a first direction between a first position which covers the pole preventing removal of zipper pulls and a second position clear of the pole. A latch (90) is mounted for movement with the cover plate in the first direction. A control plate (50) can prevent movement of the cover plate by blocking the latch when in a first position; the control plate slides perpendicularly to the first direction to a second position where it permits movement of the latch and cover plate. Rotary combination dials 30 may block or permit movement of the control plate when notches (41) in dials 30 align with protrusions (51) of the control plate. Preferably a key release may slide the latch in the second direction to a position clear of the control plate allowing the cover plate to be released allowing a dual unlocking mechanism.
