A cover having a bag like structure that covers an umbrella, wherein when the umbrella is deployed a shelter is formed covering a person or object. Preferably the cover is attached to the umbrella via hook and loop fasteners 12A, has an elasticated mouth 11A; a waterproof external surface 7B having high visibility means, an internal surface 7A with an insulated layer; and a zip fastener 12 to allow deployment of persons. When not in use the cover is stowed inside the umbrella. In use the umbrella in its compact state is positioned over a person, the cover is withdrawn from the umbrella, the umbrella is deployed and the covers elasticated mouth passed over the person(s) to form the shelter. Preferably the umbrella has two or more clear panels, and the external surface 2B may be waterproof and have high visibility means, and external 1A and/or internal 5B lighting. The umbrella may have straps 4A, 4B to connect the umbrella to an object or person; and/or a handle with a rechargeable battery 5D and/or USB charging ports (5C, 5F fig 1). Alternatively the cover 10 is integrated into a luggage compartment and covers motorcycles/bicycles.
