A plurality of insulating portions 22 may be positioned over the I-beams. The insulating portions may include an extended fixing portion 22a that is positioned within a recess in the panels. The panels and the insulating portions may be formed from materials having different properties, with the panels having a lower thermal conductivity and compressive strength than the insulating portions. The insulating portions and the panels may be formed from expanded polystyrene. The construction may be a floor or roof, and the I-beams may be formed from wood.
