The insulating panel 1 comprises a body 2 formed of an insulating material which incorporates a vacuum insulation panel 5. The insulating panel is for positioning between adjacent spaced apart beams of a building construction. The vacuum insulation panel may be mounted within a recess 2a in the body. The recess may be an indentation in a surface of the insulating panel. There may be an air cavity or gap 6a, 6b between a surface of the vacuum insulation panel and the body of the insulating panel. A first portion comprising the vacuum insulation panel may be positioned between the adjacent beams and a second portion 3a, 3b may be positioned over one of the beams. The insulating panel may be formed from expanded polystyrene (EPS), extruded polystyrene, polyurethane or polyisocyanurate. Also claimed is a building construction comprising a plurality of spaced apart beams with a plurality of the insulating panels positioned adjacent beams. The building construction may be a floor or a roof. The beams may be concrete or timber, and be I-shaped or inverted T-shaped in cross section.
