A method of soil stabilization comprising mixing soil with hydraulic binder and compacting to form a sub base layer, mixing a top portion of the sub base layer with further hydraulic binder and stone and compacting to form an interlocking mixed layer, and then whacker plate compaction with water. Also disclosed is a stabilized soil comprising a sub base layer and an interlocking mixed layer. The hydraulic binder may be cement, and may be combined with gypsum and a silicate bearing material. Top soil may be removed prior to the stabilization of the sub-soil. The stabilized soil may be panned to provide a smoother surface. A moisture adjustment may be made to allow for the moisture content of the soil. A top layer of compacted stones may be provided. The method may be used for temporary or permanent soil stabilization, and may be suitable for agricultural use after decommissioning.
