A lock has a cable 110 with two ends, each of which has a cable neck 113, 114. The lock has a shaft 80 engaged with a stack of clutches 90 and a plurality of dials. The shaft has a top portion with a shaft slot 81 releasably engageable with cable neck 113 by combination mechanism allowing axial sliding of the shaft. The lock has a fixed cam 40 having a cam slot 41 engageable with cable neck 114 of the second cable end. Preferably a blocking plate 50 slideably engages with the fixed cam, and a rotatable cam 60 configured to control the positions of the blocking plate by pin 50 in helical slot 61 to block or release the second cable end. A key operated cylinder may rotate the cam 60 to release the second cable end from the fixed cam slot. A pop up visual indicator 120 may indicate when the lock is released by a key such as by a Transportation Security Admin (TSA) agent.
