An assembly, kit of parts and method of constructing a roof including a vapour control layer 3 positionable on a roof surface 2, an insulation layer positionable on the vapour control layer and having a coating layer 13/14 providing a continuous upper surface to the layer, the layer preferably including a main thick mineral wool material 4 and a secondary thinner wool material 6 above it and may be angled to providing a slope, a waterproof layer 11 positionable above the insulation, wherein all materials are fire resistant and considered non-combustible. The vapour control layer and waterproof coating may be a sheet or membrane of polymer e.g. FMMA with an aluminium hydroxide additive, with glass fibre matting. Insulation material may be completely enclosed in flexible polymer coatings 13/14, the two layers being further enclosed in a rigid aluminium external shell 8. A rain-water collection reservoir void 23 may be located above the waterproof upper layer, comprising a flow regulator for delayed drainage of rainwater via outlet 18. A terrace and/or green roof with plants may be constructed above the void.
