The basin is provided below ground level. A base of the basin comprises consolidated soil configured to be load-bearing and to be resistant to water penetration. The framework is configured to define a volume for storing water and to support a ground layer 130 above the volume. The ground layer may comprise a water permeable membrane to cover the top surface of the framework.
