An earth excavation apparatus comprises a cartesian positioning system having a frame 33, a pair of beams 28 and an excavation unit. The excavating unit comprises a carriage that moves along the beams, a looped bucket conveyor 29 and cutting rings 31 mounted on either side of the bottom of the conveyor 29 to feed the conveyor with excavated material. An excavating unit horizontal propulsion system comprises four motors that turn ground anchors in the form of drill bits. The drill bits are moved downwards to anchor the frame to the ground or upward to retract the anchors. The drill bits are mounted on a sliding frame and moved back and forth in the direction of excavation. A mobile excavator has a bucket (65, Fig.5) that is moved by a rotary hydraulic actuator (74, Fig.5) through multiple excavating positions and inverted to empty excavated material (69, Fig.5) onto a material belt or bucket conveying system. A void for buildings may be excavated with walls that slope at an angle of, or greater than, the angle of repose of the ground. Layers of waterproofing and insulating material may be laid on the ground on the outside of the building structure.
