The decelerating and positioning device 5 comprises a sleeve 51, an elastic member 52 on one side of the sleeve 51, wherein a rotator 53 provides an engagement structure on another side of the elastic member 52. A limiting rotating body 54 pushes the rotator 53 to rotate and displace, and a fixing shaft 55 allows the limiting rotating body 54 and the rotator 53 to rotate.
