PROBLEM TO BE SOLVED: To provide a device capable of easily adjusting a height, a system and a method for easily adjusting an inclination of a tile by using the same.SOLUTION: A seesaw type height adjustment device includes an actuation part, a fulcrum part, an operation part and an arm part for connecting the actuation part and the operation part, and is provided so that the operation part includes an operation point for lifting in the inverse direction of the operation part by sandwiching the fulcrum part, a regulation shaft having at least one end of not substantially changing a relative position with the fulcrum part and a locking part capable of regulating the rise of the operation point by engaging with the regulation shaft, and the arm part is rockably supported by the fulcrum part between the actuation part and the operation part.
