PROBLEM TO BE SOLVED: To provide a low cost sluice gate opening and closing device in which a looseness overload detection device is not enlarged even if an opening/closing load is large, and an expensive chain is not elongated.SOLUTION: A sluice gate opening and closing device includes a looseness overload detection device 13 for detecting a looseness and overload of a chain 12 by measuring a tensile change acting on the chain 12 to lift and lower a door 2 based on the movement of a detecting rod 27. The sluice gate opening and closing device has a chain support beam 53 for swingably supporting one end of the chain 12 through a chain connecting rod 51, and is provided with a chain terminal mechanism 50 having one end of the chain support beam 53 supported turnably and the other end connected to the detecting rod 27. A detection load of the looseness overload detection device 13 is reduced even if an opening/closing load is large. A portion of one end side of the chain 12 is replaced with the rod 51, and a chain length is reduced.
