The surface layer 3 includes a vinyl chloride-based resin, a plasticizer, and a thermal stabilizer. The thermal stabilizer includes a liquid thermal stabilizer and a solid thermal stabilizer, and the content of the liquid thermal stabilizer is 1.5-8.5 pts.mass to 100 pts.mass of the vinyl chloride-based resin.SELECTED DRAWING: Figure 2
