PROBLEM TO BE SOLVED: To provide; an optical element capable of causing light entering at angles in a predetermined range to efficiently exit at angles in a predetermined range; a manufacturing method therefor; an illumination device; window materials; and fittings.SOLUTION: An optical element has a first surface S1, a second surface S2 opposite the first surface, and a plurality of reflective faces 151r arrayed in a first space defined by the first surface and the second surface, the plurality of reflective faces having a first length d in a first direction perpendicular to the first surface and being arrayed along a second direction perpendicular to the first direction to reflect light entering one of the first and second surfaces toward the other surface. The optical element satisfies conditional expressions associated with the first length, the number of total reflection, an array pitch p of the reflective faces, an angle between a projection of light entering the reflective faces projected on a plane defined by the first and second directions and a tangent line at an arbitrary point on a reflective face, a refractive index in the space defined by the first and second surfaces.SELECTED DRAWING: Figure 2
