PROBLEM TO BE SOLVED: To provide a turning device and a work machine capable of suppressing an electric motor from overheating in press turning, and also hardly causing a deficient in turning torque.SOLUTION: A turning device according to an embodiment has: an output shaft turning a turning body; an electric motor capable of driving the output shaft; a hydraulic motor capable of driving the output shaft; a hydraulic pump capable of supply pressure oil to the hydraulic motor; and a control unit. In the case of determining, as a driving state of the turning body, a press turning state in which the turning body substantially does not turn while turning torque is applied to the turning body, the control unit makes the output torque of the electric motor lower and the pressure of the pressure oil of the hydraulic pump higher than when the turning body turns according to the turning torque.SELECTED DRAWING: Figure 1
