PROBLEM TO BE SOLVED: To provide a pavement material for mainly external use having both of strength and water holding property, and a paving block.SOLUTION: The pavement material is constituted of an aggregate including: a mixture of porous granulated slag particles and crushed stones of fine particle size; and Portland cement as a binder. The aggregate of the water-granulated slag particles and the crushed stones is constituted of in weight ratio: 90 to 50% of the water-granulated slag particles, and 10 to 50% of crushed stones.SELECTED DRAWING: Figure 1
