PROBLEM TO BE SOLVED: To provide a thermal insulation sheet with high heat insulation performance and a thermal insulation material for building structure.SOLUTION: A thermal insulation sheet 100 includes: a surface sheet 110 disposed over the surface; an aluminum sheet 120 including an aluminum film; and a cotton-like cotton sheet 130. The aluminum sheet 120 is disposed between the surface sheet 110 and the cotton sheet 130. The aluminum sheet has plural holes for allowing air included in the cotton sheet 130 and water entered in the cotton sheet 130 to pass therethrough to the surface sheet 110 side.SELECTED DRAWING: Figure 1
