PROBLEM TO BE SOLVED: To solve the problem of being nonexistent in a method for reducing damage when a plurality of disasters are simultaneously caused.SOLUTION: When considering to substantially simultaneously cause heavy rainfall, flood, strong wind, landslide, liquefaction, eruption, a Tsunami and a fire spread as an earthquake of seismic intensity of 7 comes after the heavy rainfall exceeding 1000 mm by a Typhoon, methods for an earthquake countermeasure, for preventing warming being a factor of many disasters and for reducing damage by the warming, are thought out. These methods are used as a method for reducing a complex disaster by being used in the right man in the right place.SELECTED DRAWING: Figure 1
【課題】 同時に、複数の災害が起った時の、被害を小さくする方法がない。【解決手段】 台風で、1000mmを超える、大雨の後 震度7の地震がくるとして大雨、洪水、強風、地すべり、液状化、火山噴火、津波、延焼などが、ほぼ同時に起こると考え、地震対策と多くの災害の原因である、温暖化の予防と、温暖化による被害の、軽減の方法を考えた。これらの方法を、適材適所に使うことで、複合災害を、小さくする方法とする。【選択図】図1
